EXPERIENCE & QUALIFICATIONS:
The inception of E.F.S. International Charitable Foundation began 36 years ago while working with Charles Thomas, the owner of Descartes Financial. He owned, developed, and managed over four thousand apartment units throughout Los Angeles, CA including Nickerson Gardens (Compton) and The Jungle (La Brea and Rodeo).
It is there that the importance of aiding those who were not as fortunate was learned; and living on a preset budget as determined by governmental constraints or corporate guidelines, for those individuals that worked to earn a standard wage to provide for their families became integrated into life’s reality.

As a result of these experiences, we have learned one of the most important rules “it is all about community and the network of programs designed to care for that community so it will thrive for generations to come.”

2) Educational Intern – Scholarship Program
This program focuses on assisting students in preschool, elementary, middle, high school, special needs, and college who have selected a specific major in a formal academic environment of their choice.
It includes traditional four-year colleges, trade school (s), fashion, technical and schools for the arts. The financial assistance offered is designed to work with internship programs throughout the world by implementing the disbursement of scholarships in the following areas:

- Focus: Develop child care facilities and lease these facilities to operators whose primary focus is to implement educational programs designed to assist parents who work part or full time.
5) Prison Outreach and Internship Program
- Annual Budget: $10,000,000.00
- Focus: We are reuniting families by creating a visiting and transitional facility where incarcerated parents can interact with their children within an environment that is improves on their identity and is more conducive to a park-like setting.
- Through educating the children’s parents through an accredited continuing education program, that will assist the inmate in obtaining their; general education diploma (GED), high school diploma, or receive a college education.We will also have them participate in a psychological /drug/alcohol treatment program; including partnering with various faith-based organizations; so that they may grow spiritually into becoming more accountable for their actions outside the prison system for their family. At which point upon their release, beneficial employment is be obtained.
6) Food Assistance Program:

- Focus: We will obtain donations from donors who would like to participate in feeding individuals and families whose economically challenged every week as well as during specific times of the year i.e., thanksgiving, christmas, new year, 4th of July, veterans day, memorial-day, and other legal celebratory events. Inclusive within this program is the incorporation of healthy foods catering truck (s) featuring economically prepared breakfast, lunches, and dinners to go into the impoverished neighborhoods, schools, and youth outreach locations throughout the county.
7) Romalis Healthcare and Homeopathic Center
- Total Budget: $30,000,000.00
- Annual Budget Per Location: $10,000,000.00
- Number of Facilities: Three (3)
- Focus: The focus of this program is toward premature births that occur every day, it’s designed to aide parents, not just financially, but spiritually, with guidance counselors that can assist in how to properly prepare for the birth, housing, education, medical and psychological effects of a premature child once they are born. We will also offer temporary housing and grant assistance to qualified individuals.
8) Annual Teen Summer Bash Event (s): Fund Raiser
- Annual Budget $3,000,000.00 (In partnership w/ So Crazy Entertainment)
- Purpose: The premise of our annual teen summer bash is to allow the youth of today, a positive, fun, healthy, controlled, substance free environment, where they can express themselves and interface with other cultures while having a celebratory experience and enjoying Live Performances by some of their favorite D.J.’s and Artist’s. This fee-based service is designed to take place twice a year the first during spring break and again in August prior to everyone returning to school.
The programs listed above will be implemented at the following locations below; and corresponds with the budget listed on section 3 of this outline. With all pertinent details outlined within the Private Placement Memorandum.
